If I make fkey function so, that DEL pressing launch arexx script, it works as normal.

Except, if caps lock is on, then nothing happens.

Yes, it's a feature. For FKey DEL and caps locked DEL are different keys. If you want that both, DEL and caps locked DEL, will execute the ARexx script, define two key sequences for starting the script: DEL and CAPSLOCK DEL.
