Synaptic Package Manager. I booted from the ubuntu DVD and that menu isn't there either. I then booted from my ubuntu hard-drive, opened the Terminal and entered:
sudo apt-get install synaptic
and got this printed in the Terminal:
Reading package lists...Done
Building dependency tree
Reading state information...Done
Package snyaptic is not available but is referred to by another package. This may mean that the package is missing, has been obsoleted, or is only available from another source.
I guess I'm just stuck with my current version of ubuntu Mate.
