The answer is quite simple: There was never a colour table for Orange! AISS was and is always based on the actual WB icon design and therefore used the same colour table as the icons. As there was no need for Orange in the icon design I never considered to expand the table for AISS.

1) Hyperion has the perpetual rights to use and distribute AISS within AmigaOS

Imho you can allready do this with AmiDock:
- create a new dock with no background and no frames
- limit the icon size of this dock to 24x24 px
- move the dock to a position in the screen bar
- add your tools and dockies to the new dock
