[3.2+] Picasso IV boot menu can't be enterered

Picasso IV graphics card have a boot menu that you can enter by holding down Shift during boot. This broke in Kickstart 3.2. It works fine in 3.1 and 3.1.4 (I can't test earlier because it's a pain to remove the TF4060). Is this a known issue that something changed in handling of expansion cards?
