SFS formatted USB flash drive problem

I have several USB flash drives formatted with SFS2. I just discovered that OS4 attempts to boot from SFS fomatted USB flash drives if such drives are present during a reboot. The boot fails and I end up with a shell window. When I hold the mouse buttons down to go to the preboot screen, I see that the USB flash drive is given a priority of 8 which is higher than my normal boot partition. I don't think I had this problem with my SAM 440 so this might just be an X1000 problem. Is there a way to make an SFS formatted USB flash drive non-bootable??
I tried using MTB to install an RDB on a USB flash drive and NOT checking autoboot but that didn't fix the problem. I tried setting the boot priority to -2 (lower than my normal system partition) but that didn't work either. No matter what I do, OS4 boots with an SFS formatted flash drive if one is connected during a reboot. Is there any way to fix this problem??
