Could you please remove the SoundBlaster Live! and test it again? If it is the SoundBlaster Live! then we can create a bug report.
I stripped now my machine down, one card after another, and tested for the type 2 issue... The result was surpricing: the issue was still present even if ALL PCI/PCIe cards were removed, and 100% reproducible with the kernel 5.10! That leaves only the graphics board... But I have not currently any other Radeon cards here, so I cannot test it now.
I tested also quickly 5.5, 5.9 and 5.16 but could not get this issue with the first trial. Did not try further as the problem was anyway so clearly visible with 5.10.
Here is my exact test arrangement (with kernel 5.10, MintPPC and VLC 3.0.11):
1. Open VLC and run 720p video from hard disk (in 'window' mode).
2. Open a terminal window and 'cd' to a suitable disk/folder.
3. Run Youtube-dl with this command:

youtube-dl -f 720p https://www.ccma.cat/tv3/alacarta/programa/women-series-primera-cursa-austria/video/6108343/
4. Place the terminal window partly over the bottom side of the VLC window.
5. Wait for a couple of minutes, and then start moving the terminal window around.
6. A graphical mess, and sometimes a total freezing follows...
As said, this procedure reproduced the issue every time with kernel 5.10.
(Sometimes I also opened Interweb and hided it, but this seemed not be necessary for the issue to appear).
Testing the original type 1 issue needs more time...
