Disabling 'click-to-front' feature in Linux!

There is one very annoying feature in Linux distros, and I have not yet found in the standard preferences a way to disable it...

Clicking with mouse (once) any window brings it always to top! How could I change it so that it would happen only if I DOUBLE CLICK the item, just like in AmigaOS?! As Linux is very configurable, this should not be difficult to change but it is beyond my knowlegde. So, please, tell me how the trick is done!-)
