Various versions of the SDK are here:

The oldest ones are from 2009.

I'm not sure if any of them are strictly for 4.0, though. Is that really what you need?

That's too bad. If it had been possible I would have been able to reduce executable size by 1 MB like on MorphOS where we have shared libraries like jfif.library, z.library and png.library that are part of the OS. It's a part of the total picture, though, that trying to do the same as the OP showed, on NGFS, SFS or FFS results in an error message. Not necessarily a useful and informative one, but at least one that prevents the file from being created. On FFS and NGFS it says that the object couldn't be opened...

The latter two (Ctrl Home/End) are however to my knowledge not yet implemented in any publically released Amiga program.

In text editors, word processors, and similar editing programs, where moving a character-sized cursor to the start/end of a line is useful (because you want to edit there), Home/End usually do that.
