Just copied from the MUI tracker site, but it comes out it isn't a MUI issue but most probably a bug of ClickToFront commodity
This is an old issue, probably present from ages ..
Sometimes happen that if the download window of Odyssey is for any reason placed under the main window of the browser, then sometimes there are problems in bringing it back to the front (in front of the main window of OWB) by pressing on the depth gadget of its window (download window)
When the gadget is pressed, the window will brought in front correctly however immediately afterwards it will automatically returns under the OWB main window
I need to repeat the operation 2 or 3 time before it decide to work
Steps to reproduce

Open OWB and download something (not a few kb file preferably so you have time)
During download put the main window of OWB in front, so to have the download window behind it
After the download is finished try to put the download window in front the main OWB window by pressing its depth gadget … eventually repeat the operation few time in case it will works normaly at first step .. (sometimes it happen this too)
Expected results

Pressing deep gadget of download window should always work bringing in front of back the window by normally single clicking

Okay I'm intrigued, if the downloads window is behind Odysey, how do you click it's depth gadget to bring it forward? Being as Odyssey is in the way.

Anyway I use ClickToFront and have never seen an issue with the depth gadget, though I do use it in double click mode.

I swiched it to single click mode for a test and stil can't get any odd behaviour with the depth gadget of any window. ClickToFront does ignore the depth gadget. In fact if you click in the depth gadget area but avoid the section that goes active then it will not click to front, nor ofcourse wil the depth gadget operate as you didn't hit its "hit zone" (no image change when depressed.

Possibilties:

Something was fixed in DepthToFront I'm running DepthToFront 53.2 (24/12/2015).

Theme related. I'm using a standard theme. "Sultry", another theme might have smaller "hit zones" in the depth gadget creating confusion as to whether the gadget was truly depressed ot not.

Mouse button bounce, can happen even these days, should verifiable by changing mouse.

PS Note I tested with both Odyseey and arrange of othe windows.

Does the download wndow popup to front on completion? Could it be timeing thing, pops to front just as you click it back?

BTW is this your issue or someone elses?

By having the windows positioned so that the right end of the download window is not covered by the Odyssey window. I always have them positioned like that myself, in order to be able to let the download progress in the background, but easily switch it to the front when finished, or if I want to check the progress.

Yes, or possibly simply by changing the batteries in the mouse (if it's a wireless one, of course), at least that fixed it on mine recently.

Yeah I kind of worked that out, but it wasn't clear from his description so I wanted to be sure.

Okay I may have reproduced this.

With mess of filer windows on my screen (because I wanted any weirdness with oddity out of the picture) I tried (in single click mode) to work out if the depth arrangement of multiple window made a difference. ie trying to move the middle window of aset of three forward and backward.

It didn't **but** on my final test just now I clicked just at the very right edge if the depth gadget, as I clicked down (DepthToFront single click mode remeber) the window came forward, as I released the mouse the window was sent back again by the depth gadget.

Could you test to see if ths how the bug occurs for you?

I had avague sense of DejaVue once I had reproduced this and found bug 2332 is somewhat related. Thought there was amore directly related one, but perhaps it was another form thread.
