Once again: could you PLEASE test whether the 'Bookmarks Toolbar' works for you, like it does in Firefox? Can you get there menutitles with working bookmarks under them? There is no idea of me to report this problem further if it is only in my system....
I have the same problems. I can create a bookmarks folder but it doesn't appear anywhere. I tested it with Arctic Fox 27.9.13 on ubuntu MATE 16.04.5 LTS.
I also tested the official version with AltiVec support on Fienix today. Unfortunately the same problems. I can create a bookmarks folder but it doesn't appear anywhere.
Thanks for testing it! I did my test on Fienix, so it does not seem to depend on the distro, either...

Very strange...! I did also test it with html import from Firefox ESR, the version included in Fienix. From what Firefox version did you import the bookmarks, and what Linux distro are you using?
Wicknix has released the latest version of the Arctic Fox web browser, version 27.9.14, which includes many bug fixes. He compiled it on his 1.5GHz G4 Mac Mini 7 hours yesterday!

Support thread
I successfully tested it on the following Linux PowerPC distributions today (see screenshots):
How should that package be installed on Ubuntu 16.04.5 and Mate Remix (so that it is available for all user accounts)?
For Fienix the previous version was also in the deposit - would it be best to wait until the update is there too, so that you do not anyhow confuse the system with the update...?

You don't need to install it because it runs with a simple double-click on the binary arcticfox after extracting the tar.bz package. It's very easy. It also use your personal configuration of the old Arctic Fox. The bad thing is, you have to do it for every user. I am sure that Casey will add it to his Fienix repository. The MATE PowerPC Remix is in the status EOL (End of Live). We want to support only Fienix in the future.

Tested - works nicely!-)
But WHAT do I have to do for every user...?-) When I tested it with Ubuntu, I was able to use the same "installation"/binary for both users, and still have their own settings. It was also possible use the very same installation with Fienix and Mate Remix. I have it on a NTFS partition, thus there are no priviledge problems (when switching user in Ubuntu, the volume has to be unmounted before the other user can access it, but this is 'normal' for Ubuntu).
I have now been testing Arctic Fox with Ubuntu 16.04.5. When watching LiveStream videos, it feels somewhat faster than Firefox 47, but I still cannot use 1024p without hickups. I suppose the browser does some sort of buffering on the hard disk as I can hear it to use the disk during the broadcast...
I was wondering, is there a way to force the browser to use Ram instead of hard disk for buffering? Would it be enough to copy the whole Arctic Fox directory on Ram disk, and run it from there? Or would it also need some other 'tinkering' on the system?
